On the certification of sailors of Ukraine

The inclusion of Ukraine in the “white list” requires special responsibility, high professionalism, clarity and coordination in the work without the right to mistake of all structural units involved in the field of certification of seafarers.

But do more than 40,000 Ukrainian sailors know which structures and, most importantly, how they carry out activities in this area?Having worked for more than a year at the Izmail Maritime Training Center, I personally talked to hundreds of sailors of all specialties and, as an acting senior mechanic, I can confidently issue the conclusion that the vast majority of sea workers (both transport and fishing fleet sailors) are practically completely We are familiar with the procedure for obtaining, exchanging or confirming work diplomas accepted in our country, as well as with the current international convention on the certification of seafarers (ПДМНВ-78/95). If in the old days when the USSR was in, the corresponding shipping companies and port captains dealt with this problem, at the present stage in Ukraine in this area there is complete confusion.

It would seem that we have everything for training, retraining, certification and certification:

Certification and training center for the crew of the Odessa State Maritime Academy (OGMA);

Odessa Marine Training Center and its branch in Izmail;

Sevastopol Marine Training Center;

Maritime training centers in the cities. Kiev, Mariupol, Kerch;

State enterprise for certification and registration of the crew of Ukraine with branches in Kiev, Izmail, Mariupol;

Division for the certification of seafarers under the captains of ports.

But why, in the whole country, is this whole “car” stalled?

Let’s try to figure out what a sailor needs to periodically improve his qualifications or improve it?

According to recommendations of the STCW 78/95, it is necessary to take short-term installation courses with a test of competency, review lectures on international law, familiarization with additions and amendments to international conventions and codes, and innovations in the professional field.

Pass certification (I emphasize – certification, and not passing exams in academic disciplines) in the State Qualification Commission, where the criterion for determining professionalism, according to recommendations of PDNMV 78/95, are practical skills.
